Dalian Hosts Jinpu Promotion Conference to Boost Overseas Chinese Entrepreneurship in Liaoning

Dalian, September 15, 2025 — In the golden season of autumn, the “Entrepreneurship in China, Revitalizing Liaoning” (Dalian) Jinpu Promotion Conference opened grandly in Dalian Jinpu New Area.

The event was co-organized by the Liaoning Federation of Returned Overseas Chinese, the Ethnic and Religious Affairs Commission of Liaoning Province, the United Front Work Department of the CPC Dalian Municipal Committee, the Dalian Federation of Returned Overseas Chinese, the CPC Dalian Jinpu New Area Working Committee, the Dalian Municipal Bureau of Commerce, the CPC Puwan Economic Zone Working Committee, and the Jinpu New Area Federation of Returned Overseas Chinese.

Bringing together more than 80 overseas Chinese entrepreneurs, business leaders, and community representatives from multiple countries and regions, the conference served as a platform to strengthen ties with the overseas Chinese community. With the theme “Overseas Chinese as a Bridge,” participants shared insights on new opportunities for Liaoning’s development and explored pathways for deeper cooperation and mutual success.

推介会现场，政企代表与侨商精英交流热烈，思想碰撞间满是对辽宁发展的期待。辽宁省侨联党组书记、主席安建晔出席活动并发表主旨讲话。

他指出，“创业中华侨兴辽宁” 系列活动是省侨联响应中国侨联 “创业中华” 行动的核心品牌，更是落实辽宁 “全面振兴新突破三年行动” 的关键抓手。“辽宁正处于产业升级、动能转换的关键期，我们迫切需要侨商带来的全球视野、先进技术与优质资本。”

安建晔主席强调，省侨联将持续搭建 “侨企对接、项目落地、人才扎根” 的全链条服务平台，让更多侨商在辽宁找到发展沃土，共同为老工业基地振兴注入 “侨” 力量。

At the promotion conference, government and business representatives engaged in lively exchanges with overseas Chinese entrepreneurs, with ideas colliding and a shared vision for Liaoning’s future development.

An Jianye, Party Secretary and President of the Liaoning Federation of Returned Overseas Chinese, attended the event and delivered the keynote speech. He noted that the “Entrepreneurship in China, Revitalizing Liaoning” series is not only a core initiative of the Liaoning Federation in response to the “Entrepreneurship in China” campaign launched by the All-China Federation of Returned Overseas Chinese, but also a key driver in advancing Liaoning’s Three-Year Action Plan for Comprehensive Revitalization.

“Liaoning is at a crucial stage of industrial upgrading and transformation,” he emphasized. “We urgently need the global vision, advanced technologies, and high-quality capital that overseas Chinese entrepreneurs can bring.”

An further stressed that the Liaoning Federation of Returned Overseas Chinese will continue to build a full-chain service platform integrating business matchmaking, project implementation, and talent development, enabling more overseas Chinese entrepreneurs to take root in Liaoning and jointly inject new vitality into the revitalization of the province’s traditional industrial base.

大连市政协副主席岳君年在致辞中，以 “开放”“活力”“机遇” 三个关键词推介大连。他用一组数据展现大连的投资优势：“作为东北亚国际航运中心，大连港年吞吐量突破 3 亿吨，金普新区更是国家级新区中兼具‘自贸、综保、经开区’三重优势的区域。”

Yue Junnian, Vice Chairman of the Dalian Committee of the Chinese People’s Political Consultative Conference (CPPCC), highlighted three key words — “openness,” “vitality,” and “opportunity” — to promote Dalian in his address.

He showcased the city’s investment advantages with a set of figures: “As Northeast Asia’s international shipping hub, Dalian Port handles more than 300 million tons of cargo annually. Jinpu New Area, meanwhile, stands out as the only national-level new area in China that integrates the functions of a Free Trade Zone, Comprehensive Bonded Zone, and Economic Development Zone.”

Mr. Wang Mengqing, Chairman of the New Zealand International Cultural and Educational Exchange Centre and the New Zealand–China Friendship Society, was invited to attend the promotion conference.

Many representatives of overseas Chinese entrepreneurs and enterprises actively engaged in discussions during the event, sharing their experiences and insights while expressing strong interest in Liaoning’s investment environment and development prospects.

During the breaks, participants also took the opportunity to engage in warm exchanges with the organizers, capturing memorable moments with group photos.
